WE are going to make a pixelated gel effect similar to this:

1. First, make a new file, 500x500

2. hit d to reset the colors, and go to Filter>Render>Clouds and duplicate the layer

3. On layer 2, Filter>Render>Difference clouds

4. Make a new layer and get out the gradient

5. Set the mode to difference and everything else at default.

6. Go crazy, until you get something like this:

7. Then, set the top layer mode to overlay, set the second layer mode to overlay.

8. Make them a combination of any colors you want using Ctrl + U, then hit Ctrl + Shift + A for autolevels.

9. Merge them all together then go to liquify and go crazy

10. Make a border around your document, preferably 5 or 10 pixels.

11. Select inverse, then go to Filter>Pixelate>Mosiac and switch to 1

And your done!
