Oak Harbor Police Searching For Missing Woman

Oak Harbor, Washington -- Oak Harbor Police are searching for Jennifer Kincaid, a Naval Officer attached to Squadron VAQ-131 at NAS Whidbey Island.

The military filed a missing person report on Thursday after Jennifer was reported last seen by a neighbor on Tuesday afternoon at her residence on NW Ensign Drive in Oak Harbor.

When police officers went to the residence they found that Ms. Kincaid's vehicle was not there and a check of the home revealed that hiking equipment and back packs were missing. Ms. Kincaid is known to be an avid outdoors person who goes hiking and camping in many areas around the state.

When Ms Kincaid had not been seen or made contact with any of her family, friends, or coworkers over the two following days they became concerned, as this was not like her to tell them where she would be going to hike or camp.

She was to return to work at the Naval Air Station at 7am on Saturday, and failed to show up or contact the base. Coworkers tell police that she is known for being on time and would have checked in if she was unable to arrive on time.

According to friends, Ms Kincaid enjoyed camping and hiking in the Olympic Peninsula and around the Lake Chelan area. Oak Harbor PD put out attempts to locate Ms Kincaid or her vehicle to these areas but have come up empty handed. At this time she is listed as a missing person under strange circumstances.

LTJG Jennifer Kincaid is described as a white female, 5 foot 5 inches, 160 lbs, with brown eyes and hair. Her vehicle is a 2003 Kia Rio four-door, gray in color with Florida plates W60KMW.

Police look for missing woman

Oak Harbor police are looking for a Naval officer who has been missing for four days.

Jennifer Kincaid, 31, failed to report as scheduled at Naval Air Station at Whidbey Island on Saturday morning, KIRO 7 reported.

Canadian officials said Sunday that Kincaid's vehicle, a gray 2003 Kia Rio, crossed into that country on Wednesday, KIRO 7 reported.

A neighbor saw her on Tuesday, before she left her home, taking her hiking equipment and backpacks with her. Friends said she did not tell them where she was going, or when she would return.

Friends told police this weekend that Kincaid, a naval navigator, frequented hiking and camping areas around Mount Baker and Lake Chelan.

Kincaid is considered by police to be a missing person under strange circumstances. She is a white female, 5 foot 5 inches tall, with brown hair and eyes. To report information about Kincaid, contact the Oak Harbor Police Department at 360-679-5551.

Oak Harbor, Washington -- Oak Harbor Police say that there is a possible break in the case of a missing naval officer from NAS Whidbey. Family and friends had been looking around Mount Baker and as far east as Lake Chelan for Jennifer Kincaid, not knowing where she might be.

Tonight, there is renewed hope with a new clue to her whereabouts. Canadian authorities confirm LT JG Jennifer Kincaid's car crossed into the country four days ago, and she hasn't been since.

Jennifer's mom, Rebecca Luck talked to KIRO 7 on Sunday and says that the new clue does bring encouragement.

"It's hopeful now. I think that we have a better idea of where to look for her further north."

31 year old Lt JG Jennifer Kincaid hasn't been seen in several days. The naval navigator reportedly left her home in Oak Harbor on Tuesday to go camping. She didn't tell anyone where she was going and didn't show up for work Saturday at NAS Whidbey.

Authorities now finally have a starting point to search for her. Kincaid's car, a gray 2003 Kia Rio, crossed into Canada on Wednesday, where she indicated she was planning to stay for 48 hours. U. S. authorities say the car has not crossed back into the country.

Kincaid is an avid outdoors person who was familiar with most of the hiking areas in the region. Her family says if she did get hurt on a hike, they are confident she can survive until help arrives.

Navy officer gone, but not missing

Although nobody seems to know exactly where Lt. j.g. Jennifer Kincaid is, the Oak Harbor police have decided that the naval flight officer with Whidbey Island Naval Air Station can no longer be classified as a “missing person.”

Sgt. Jerry Baker with the Oak Harbor Police said he’s determined that 31-year-old Kincaid left town and went to Canada on her own free will.

She was last seen by a neighbor at her NW Ensign Drive home March 22, but police were able to track her movements north to Canada through financial transactions and tapes from surveillance cameras at businesses.

While some initially worried that she may have been lost on a camping trip in the state, police now know that she entered Canada May 23. Baker checked her financial records and found that she drew out between $3,000 to $4,000 before crossing the border.

“That’s not a two-day camping trip,” Baker said. “It’s obviously a pre-planned event.”

Baker said the woman’s absence is now a military matter.

“Under civilian rule, she is free to go wherever she wants,” he said.

Military rule is a different matter. Her status with the military is now listed as “unauthorized absence.” She may have violated the Uniform Code of Military Justice by her absence, according to Navy public affairs officer Kim Martin.

Kincaid, an EA-6B Prowler electronics countermeasures officer, was due back at work with her squadron, VAQ 131, on the morning of Saturday, March 26. But the squadron had reported her missing two days before because nobody had heard from the normally reliable woman.

Baker said she had told people she was going camping, but didn’t tell anyone she was headed to Canada.

While the Oak Harbor police are no longer actively investigating Kincaid’s whereabouts, Baker said both U.S. and Canadian law enforcement are keeping her listed as missing in their “systems” in case an officer makes contact with her or someone spots her vehicle. Friends and families just want to know that she’s OK.

LTJG. Jennifer Kincaid, 31, was last seen by neighbors at her Oak Harbor home on Tuesday as she was taking out the trash.

On Sunday, Oak Harbor police learned that a Canadian border agent spotted Kincaid crossing the border in Blaine last Wednesday. The agent said the woman, who he thinks was Kincaid, told him she would return by Friday.

Kincaid's mother believes she may have traveled north to enjoy the outdoors.

"She kayaked a great deal, she has camped a great deal. She hikes, they ski here in the area.," said Rebecca Luck, Kincaid's mother.

A search of the home revealed Kincaid's hiking equipment, her backpack and her car were all gone.

Kincaid is known to be an avid outdoors person who likes to camp and hike, but friends and family members told police she typically tells someone where she is going.

"That is so terribly unusual for her," Luck said.

She had reportedly taken a short leave from the Navy, and had planned to spend the week hiking and camping with a friend. When her friend canceled, she left alone.

Co-workers told police Kincaid likes to camp and hike in the Olympic Peninsula and around Lake Chelan, but police could not find Kincaid or her car around these areas.

Kincaid was expected to return home on Friday, then report to work at the Naval Air Station at Whidbey Island at 7 a.m. on Saturday, but she did not show up or make contact.

Kincaid is 5'5'' and 160 pounds, with brown eyes and hair. Her vehicle is a gray four-door 2003 Kia Rio with the Florida license place W60KMW.

WHIDBEY ISLAND, Wash. - A Whidbey Island Naval officer, missing since May 26, has now been labeled a deserter.

Whidbey Island Naval Air Station spokeswoman Kimberly Martin said Tuesday that paperwork has been filed on 31-year-old U.S. Lieutenant junior grade Jennifer Kincaid.

The Navy believes Kincaid is out of the country, possibly in Canada, since her car was seen crossing the border at Blaine a day after she was reported missing.

Martin said Kincaid will remain a deserter until she is found or turns herself in. She could face charges for desertion.

Kincaid was commissioned into the Navy three years ago and had been stationed at Whidbey Island.
