Mother Seeks Answers After 11 Years Of Daughter Missing

ST. MARY'S COUNTY, Md. - A mass-email shared with multiple agencies begins: "Hello, my name is Phyllis Watters and I live in St. Mary's Co. Md. I have a daughter who has been missing since April of 1996."
Dawn Michelle Holt was 20 at that time.
The email continues: "Foul play is considered to be the cause of her disappearance. Over the past 11 years I have done every thing I can think of to find out what has happened to her and bring her home to a final resting place if at all possible.
"On April 25th it will have been exactly 11 years since she has been seen or heard from. I feel that the police gave up looking long ago but as I am her mother I will never rest until I have my daughter or the answers to her disappearance. She also has a husband and two children whom were babies at the time but now teenagers and would like to know what happened to their mother.
"I have enclosed a flyer that over the years we have done and redone to continue looking for answers. My question is: 'Who would I contact about possibly airing the flyer on the news and helping me to reach a larger part of the State of Maryland?'"

Height and Weight: 5'4, 110 pounds
Distinguishing Characteristics: Blonde hair, hazel eyes. Holt has a scar above her left eye. She has a small-sized tattoo of a bird on her left wrist. Holt has a tattoo of a heart with the name "Sam" imprinted inside the design on her right shoulder. Her navel is pierced.
Details of Disappearance: Holt was last seen at the Howard Johnson's motel in Waldorf, Maryland on April 25, 1996. She has never been heard from again. Holt's mother reported her as a missing person on June 12, 1996, approximately eight weeks after she disappeared. Holt had acquaintances who were involved in drugs, and she was reportedly afraid of these individuals. Authorities suspect that foul play was involved in Holt's case.
