I have been collecting eldar for about a year now and iīm reaching the point where i have got every unit i want.
this was the first time i thought of a tactic and then built an army around it (i normally do it the other way around) and thus i will post my plan first, and then my tactics:
The plan is that the main part of my force stands back and waits for some very fast/deepstriking units to take care of all the things that can do damage to my army. i will kill as much as possible with these hit-and-run units and hopefully divide my opponents army into two or more parts when he tries to take care of these units. in turn three, or most likely turn four the rest of my army will advance, taking out one part of the enemies army, while the other part is still being harassed by my hitīnīrun units and after eliminating one part i will take care of the other part.
i only have the codex in german so i have to describe some bit of the equipment my units have. sorry for that Sad

Do you think that i have got enough units for all the tasks i have mentioned above?
Will the Tactics work?
and for the rest: any objections in general?
Its a fine list and good tactics, however I fear your squad numbers are far too low and risk being broken very easily. You've taken a lot of expensive upgrades that are soaking up points that could be used to buy more troops, so consider dropping an Exarch power here and there, because they are expensive and often not used, and try and free up some points to boost your Pathfinder and Warp Spider units in particular.
Two things I can easily advise to drop are the Banshee exarch powers. I love the Howling Banshees, and use them very often without any warrior powers. They aren't needed. Also consider dropping one or the other Dire Avenger power, as they are too expensive to warrant both.
