Ok, so far I'm the only one that has voted, but I say try this list out. It is going to be very hard hitting at range, and I take it your going to try and use the Scorpions and Harlies as a counter assault unit. It will really kick the spit out of any Space Marine or Necron army, and will probably perform well against Orks and 'Nids, too.
That said it may struggle against other shooty armies like Guard or Tau, as they will probably outgun you and your cc killers might not make it into combat without transports. I'd still try it out though. before making any changes.

I made a few changes before my first match. I dropped the guardians, filled out the scorpions, and picked up another Harlie. So far It's swept the opposition. I think that Maugan Ra is a point sink. If I were to drop him, I could pick up a wave serpent with starcannons and spirit stones dedicated to the reapers. The remaing 60 points combined with the change I had left over will fill out my harlies.
So far I've had bad luck with those scorpions, mainly because they can't really put wounds on MEQs. If I were to trade out to Banshees, I get another 25 points, useful for Exarching the Reapers, and giving him crack shot. That should serve me a bit better.

I'd recommend against spending any more points on the Reapers. Keep them as cheap as possible. Dropping the PL is probably a good idea. These characters are awesome on paper but only marginally effective in battle unless used in just the right circumstances. Your opponent probably won't be so accommodating.
Get a Wave Serpent for your DAs, and keep your Scorpions. Also, seeing as you use mostly infantry models without transport, think about fielding an Avatar. The benefits for a shooty army are tremendous.
Just be sure you are still attempting to put plenty of models on the table. Try not to go overboard with the exarch abilities or wargear. Also, ensure that each unit is working in tandem with the others.

Dropping the Pheonix Lord is a reasonable idea, however I would use the points to fill out the Rangers unit more than anything, and then the Harlequin unit.
If you're going to get a Wave Serpent, drop stalker and give it to the Scorpions. Or drop the scorpions and change to Banshees if you wish, and take them in a Wave Serpent. DO NOT take Dark Reapers in a Wave Serpent or Falcon. There's no point in having them joy riding about in the back of the skimmer when they could be laying down fire power from turn one. And remember they won't be able to fire the turn they disembark because they'll count as moving.
