Alright so I want to give a crack at making a Mech Eldar Army. Can people help me with...

-What vehicle upgrades to take for each vehicle
-Tactics on using 3 Fire Prisms
-How many passengers to take in transports
-HQ?
-Are jetbikes Mech?

Help is appreciated :)

Okay, I know very little of this from experience, but I'll try and help anyway.

- On vehicle upgrades, thats a hard choice, as most of them are very expensive. I recommend taking spirit stones, and for the Fire Prisms, Holofields. With holofields, they may be overpriced, but they greatly increase the survivability of your vehicle.
- I'd probably recommend having two of them firing their weapons together so they can blast 3+ saves with a big template; while having the other one detached on anti-tank duty. This said, keep the last one within line of sight unless you're up against a terminator squad or something similarly nasty.
- On passengers, that all depends on the unit. For certain aspects (namely scorpions, banshees and dragons) your minimum number is 6 in the unit, or else it looses effectiveness too quickly. If you're using wave serpants for them, I'd recommend either going full strength units, or units of eight if you're strapped for points. Units like Guardians and Avengers however should be as large as you can make and still be able to fit into the transport because they need maximum firepower to be really effective.
- On HQ, with so many transports, an Autarch would fit in one with a combat aspect quite nicely. A farseer is always good, but the problem is that when embarked, the onyl powers he can use the turn he disembarks are Mind War and Eldritched Storm, so he is hampered slightly. Also, both could be mounted on jetbikes (Autarch with a laser lance) for some individual mobility (the autarch should advisable be with a unit of shining spears).
- Yes, jetbikes are Mech.

With Wave serpants, I don't personally use any, but I know a few things.
Firstly, try not to pump them full of upgrades. Becasue Eldar upgrades are overpriced, its probably only worthwhile buying extra armour because otherwise you'll end up spending too many points if each has one of the other two available.

To weaponry, this all depends on the size games you intend and you most common opponents. Without this information I could easily recommend each of the five weapons to you for different reasons.

Mechanised Tips;

Waveserpents
I would keep them as cheap as possible, they aren't scoring units and generally you won't re-embark very often. Try thinking about them as Drop Pods. Their job is to deploy your troops so they don't get minced trying to walk it.
I would say the ideal weapon fits are Shuriken Cannons (nice and cheap), Scatter Lasers (for horde control, so your disembarked unit doesn't become overwhelmed) or a Bright Lance (because its twin linked).
Upgrades, I only take a spirit stone so it has the best chance of moving to deliver its cargo. Vectored Engines make sense, I just find them too expensive.
I suggest
Waveserpent w/ T-L Shuriken Cannons, Spirit Stone 110 pts.

Fire Prism
I think you should resign your self to the fact that against a competent player, one of them is going to be shaken all game, so I wouldn't bank on using a AP3 pie plate. Instead use their normal unfocussed beams and template lascannons. All to often I see players spending all game manoeuvring their Prisms into a perfect firing position and then only killing a few marines because of poor rolling. Prisms aren't a one trick pony and a single AP3 pie plate is not that devastating.
I would suggest tooling your Prism up so it can survive as long as possible.
I suggest
Fire Prism w/ Holofield, Spirit Stone 160 pts.

Vyper
You didn't mention these but in a mechansied army they can be very effective. I would give them a long range gun (Bright Lance or EML) and let them snipe while your opponent worries about your Prisms and 'Serpents. I wouldn't give them any upgrades.

Squad Numbers
As many as possible, empty seats are a waste.

HQ
Jetbike Seer. I have yet to see an effective Autarch.

About your list, 3 Prisms are too many in a 1000 pts. As pointed out you will be outnumbered by virtually any army.

Okay, I'll drop one Prism and get two barebone ones <_<

BUt I disagree with you on the jetseer.

A autarch with a laser lance and madiblasters has 6 Strength 6 Power Weapon attacks! That's pretty good. Although Jetseers do have their uses.
