This list would probably be really enjoyable, but I don't think it would be very competative. Sure it would work, and agaisnt certain opponents, very well, but overall I don't think so.

it would do well vs inf based guard and struggle vs a lot of other armies but it would look good

I really like this list, fast and delicate perfectly Eldar.
However ...
Most people would say a list with 3x Vypers isn't competitive. They have been kind of nuked due to the loss of CTM. I think they can work if you give them a nice long range weapon (EML), but with BS3 half of the time they are going to do bugger all with a single shot weapon. I do however use Scatter/Shuricannon for capturing objectives mainly.
Remember if the Autarch joins the Spears they will lose their Hit & Run rule because he doesn't have it (BBB).
There is a big debate about what you should arm DA Exarchs with. I personally feel Diresword/S.Pistol is better.
Because;
+1 Attack in CC,
with Blade Storm you can get 2x Strength 4 BS5
5+ Inv. Save does squat when you really need it to.
Also you seem low on Anti MEQ and Tank hunting ability.

I thought I remember reading that Autarchs are able to make use of powers ecept the Scorpion's infultrate..... I think I need to re-read the Codex...
With your Dire Avengers it all depends on what role you intend for them. As a general principle I'd go with twin Catapults, as this units primary job is for supporting or aggressive fire at a medium range, not necessarily assault. To me, I didn't even consider using a Dire Sword (even thought it is kinda fluffy) because how often is this exarch going to get in range of a mulitple wound character? You don't want a unit going around hunting characters purposefully becausae this hampers their main role on the field. Unisng the extra body in my own Dire Avenger box I made an extre exarch, and I gave him a pwoer weapon and a shimmer shield. A power weapon is going to do the same as the dire sword in normal circumstances, and the shimmer shield means you have just a little further chance at survival.
And yes, tank hunting may be an issue.

Page 21 of the Eldar Codex talks about Exarch powers affecting their squad and attached Autarch, which suggests at least some of the powers affect Autarchs.
Page 74 (BBB) lists Hit & Run as lost by a unit if joined by a character without that rule, which I can't find mentioned in the Autarch's profile.
Did you read it in a FAQ or update perhaps?

My understanding is that only the 'Infiltrate' ability is not transferred to a joining Autarch.
All the same, if this is not the case, then a quick change can be made.
I'd remove Doom and Spirit Stones from the Farseer, and Withdraw from the Spears.
Then I'd add Warlock upgrades, with Destructor and Spears, to both Jetbike units.

Spirit Stones and Doom will greatly increase the potency of any untis that also have the Guide power on them.
Withdraw allows the Spears to not get bogged down in combat, as their lances only work on the charge.
The warlocks are fine for the bokes, but I don't think that what you are sacrificing is worth the swap.
