This is designed for doubles battles. The move sets are currently build to make these two the lead pokemon

Ability: Swift Swim
EVs: 120 HP/136 Spd/252 SAtk
Modest nature (+SAtk, -Atk)

Ability: Dry Skin
EVs: 16 HP/252 Atk/240 Spd
Adamant nature (+Atk, -SAtk)
- Fake Out
- Taunt
- Sucker Punch

This set up allows kingdra to protect the first turn or succesfully put up rain dance the first turn. The moves that toxicroak has allows kingdra to set up more efficently while taking less damage. Kingdra starts up rain dance which benifits both pokes as it allows kingdra to be alot faster and makes its stab move even more powerfull, rain dance also allows Toxicroak to ignore the life orb damage. Kingdra has lum berry because anything with a sleep move is probably going to target her first. Ice beam is to target anything that resists surf other than other water types. Kingdra also heals toxicroak due its ability 'dry skin'
Toxicroaks set allows him to wreak alot of other leads. Fake out stops other pokemon from attacking first turn and breaks sashs. Taunt prevents pokemon from setting up. Sucker punch hurts psychic types that can ko toxicroak and cross chop is for stab. Life orb is there because with rain dance toxicroak takes no damage.
As you can see both pokemon benifit from each other. Toxicroak helps kingdra take less damage and kingdra helps by restoring toxicroaks health.
Another set iv found is usful. This set isnt created by me, it is inface created by 'RB Golbat' from smogon

RB Golbats words ''Toxicroak WILL NOT DIE in double battles. Dry Skin (Rain Dance + Surf) + Black Sludge = 3 / 8 recovery a turn. So you can Sub up, and get healed immediately. I've tested it and Surf does NOT mess up Focus Punch. ''
Cross chop here isnt needed as it has stab focus punch. As Golbat said, toxicroak will recover all his health after he uses a substitute meaning this thing is quite deadly in double battles. I will be using this in my rain team now :D
