I will explain how to make some vertical looking sig backdrop.
Step 1:
Make a new document of 400x400 pixels.
Go to Filter->Render->
Fibers and set the settings to Variance: 25.0 and Strength: 5.0

Step 2:
Apply Filter->Distort->
Diffuse GlowThis is your result!

Step 3:
Make some color! Press
Ctrl+U and give it the desired color.
DONE!
Result:

there is no fibers in filter > render :( ?
