In This tutorial i hope i'm able to teach you how to make glowing gel..

Step 1:
Open a new document (400x400 px) , fill it with black.
Go to Filter->Render->Clouds
Then go to Filter->Render->Difference Clouds
Repeat this (Ctrl+F) a few times untill it looks good.

Step 2:
Apply Filter->Artistic->Plastic Wrap
Settings:
Strength: 20
Detail: 10
Smoothness: 10

Step 3:
Apply Filter->Distort->Ocean Ripple with both Size and Magnitude set to 10.
Then go to Filter->Distort->Wave]
And use these settings:

Step 4:
Duplicate the layer and make the copy invisible for a while.
Apply Filter->Blur->Gaussian Blur with a size of 2.0 pixels to the bottom layer.
Then Press Ctrl+U and give it a nice green color (preferably a light shade).
Then go to the top layer, and give it a slightly lighter color. Now set that layer's blend mode to Lighten
Press Ctrl+E to merge the layers together.
Et Voila! Gel!

I belive he use the marquee on a new layer filled it with white then made the layer overlay, or is it that other one i like to use...damn whats it called...its all liek....not transpartent...errr * brain fart and too lazy to start up PS,

Then do some simple bevel and glowy stuff then * BAM siggy , iam sure iam missing some steaps but iam lzy
