You will learn how to make a certain selection of a picture stand out more than the rest following this very easy tutorial.

Step 1:
Open a picture you want to do this with.
in this case, the formar pope.

Step 2:
Select the lasso tool and set the feather to 10-15 pixels.
Now select the area you want to stand out.

Step 3:
Press Ctrl+Shift+I (i, not L).
Go to Filter->Blur->Gaussian Blur and set the setting to 5, 8 or 10 pixels, depending on how much it should stand out.

Step 4:
With the selection still active, go to Image->Adjustments->Brightness/Contrast and set the brightness to -50.

There you go!
You can apply this effect to almost everything!
