In this tutorial i will try to explain how to make THIS thingy:


STEP 1:
Make a new document 400x400 pixels and put a Lens Flare (Filter->Render->Lens Flare) 105 mm, 100% in the center.


STEP 2:
Go To Filter->Sketch->Chrome and set the top slider to 10 and the bottom to 5.
U'll get something like this:


Step 3:
Go to Filter->Stylize->Glowing Edges with default settings.
Then do Filter->Stylize->Find Edges and after that press Ctrl+I (i) to invert the colors.
Result:


Step 4:
Duplicate the layer and make it invisible for a while.
Now go to the bottom layer and blur it a couple of times, about 6 or so.
Then Colorize it using Ctrl+U.
Go to the top layer and set the blending mode to Screen
DONE!
