it has no relation to 911, terrorists or tyranny. it's a pretty weak name if you ask me.. but that hasn't stopped it from becoming the biggest 9/11 movie ever

"Loose change", or "small change" is a term meaning a few coins which you might have in your pocket which are not worth very much. A tip for a waitress or change for a coffee machine.

My reading of it's use in this context would be that,

all the people who died are just like small change to the perpetrators of 9-11
To them the valuable lives of these eveyday people were just loose change.

But in reality, to any right thinking person every life is priceless.

this is just my interperetation, I don't know if it is right.

I think it has to do with with someone walking out on the street with his loose change in the pocket that one day decided to make a documentary offering truths. It did not take alot of money, it took research.

the film was made with very little money... that's at least one of it's many meanings, also the film is on the "loose" and affecting mass "change" in our world.
