The document is legitimate, and there was almost certainly a real organization called the Illuminati. Whether it exists today is an open question IMO.

The plagiarized source material was Maurice Joly's The Dialogue in Hell Between Machiavelli and Montesquieu, and while I'm not sure who (presuming it was even a single person) plagiarized Joly's work, the person responsible for its initial, unabridged publishing was Serge Nilus in the late 1800s.
