I believe in the #4 option:
It was headed for Capitol Hill/Congress.

There's no reason for it to be going to WTC 7. The only reason anyone cares about WTC 7 is because it collapsed. The terrorists were trying to hit symbolic targets. The White House is a possibility, though the president wasn't in it at the time (or very often. He took a lot of vacations back then), so probably Congress.

i totally agree. if the capitol would've been hit, the US's gouvernment would of been decapitated and bush would be able to declare marshall law.

Yeah, too bad he shot his own "hijacked" plane down, huh?
Not that it matters. If a Senator dies, the governor of his state picks a new one, until an emergency election would be held. Congress would be down for two or three days. They take vacations longer than that.

The main reason why I say capitol hill is because of one main reason:
Look how congress is treated after the attacks.
They are told by Bush and co. not to investigate (and that the FBI would man the investigation), not to create an independent investigation and then you have the 2 senators becoming very vocal about 9/11 issues and low & behold they get anthrax threats on their desks. To me, that says "control and scare" tactics. Not something new, that technique has been used throughout history.
The attack on the White house would have been no good to anyone (no one would have benefited from that attack) and WTC 7 although seems plausable I don't quite think that was it's intended target. The way that building fell they just wanted it to fall out of the sky during the collapses of Towers 1 & 2 (cloud of debris would have covered up ANY evidence to the contrary).
And if anyone says "Then that would mean they screwed up", no duh. I think we can all agree a lot of things about 9/11 are screwed up, including the official story.

Capitol Bldg, all three other target bldgs are distinctive and highly visible. The Whitehouse is not that large and is surrounded by treed areas whereas the Capitol is tall, disticntive in shape and easy to spot from the air.
