Maybe I don't understand what you mean, but I'm not sure why anyone would want such a thing.

A spam thread is for those who want to post pointless or unrelated topics and stuff like that. I've seen it on a lot of boards, but I don't personally see a point to it either.

I think its a bad idea, ive seen boards go down hill with spam boards, including one that i use to run.

I've looked at boards with spam threads, it was complete chaos! Relentless chatspeak, fifteen posts from the same person in a row... It was awful! So, yeah, I'm still thinking it's not such a good idea.

good, the only point of a spam board is to upgrade your class
(Street,All-City,academy, ect.)
thats about the only reason people start them, and if you arent happy with the number of posts you have, get more involved! im writing a fan fic and im doing a new art thread, and in 1 week+, i went from street racer to Academy
