I was just wondering. Trying to figure out which one I should buy. And where do you guys get your on-screen shots?

I have links to all the screen shot galleries I know of on dragon-city.org in Word's Spycam Image Archive.

For software for making fan art, if you've never used any before, then I suggest you start with the free software before you buy anything. If you're on a Windows, then you've got Paint already. If you're ready for something more powerful, then try out Pixia, Art Rage and GIMP. They're all free and you can find the download links on the Fracshun's Fan Art Page.

If you're able to learn these and you want to get really serious, then you can take the plunge and get Photoshop. Note that if you're a student, you can get a substantial discount on this, so be sure to take advantage of that.

I use Photoshop for my all my fan art. I originally got it for my digital photography hobby, but I love playing around with the more artistic side of it as well.

my mom won't let me get phototshop, it's very expensive. I do use Photoshop Elements which is ok. I'm not very good at screenshots though, but they are fun

I use Photoshop for just about everything. You don't have to buy it, there are..uhm, ways around that. I use Photoshop 7, but I also do a lot of digital paintings for my T-shirts.
Also, if you're really into CG, get a tablet. Mine's a Wacom, which is more expensive, but far better quality.
If you're not too serious though, and just want a little fun now and then, a mouse is fine.

Photoshop CS1 and Painter 8. My most important tools.
Not forgetting my overused Wacom Graphire Tablet.

I wish I can afford the tablet with the screen on them, which is really cool and you can draw better with it...

If you want to pick a software, I recommend Photoshop, you can get tutorials everywhere on the net, from image manipulation to digital CGing.

I have screencaps in my Photobucket. There is a link in my signature. I use Microsoft Digital Image Pro and Paint.

I have a photoshop CS2 trial right now, and had thoughts of cracking it for the full thing. Gimp is really cool though, especially on its native Linux.
