Has anyone else noticed that Chute is only at two Down City Council meetings? Isn't that strange for a Down City crew leader?

She is from the Acadamy, and not the down city. Down City is kinda a low part of town, where teens, and newer racers race. Chute is a really good racer and usually stays in the higher part of Dragon City. Think of her as a movie star, you normally wouldn't find a movie star in the lower parts of a city.

well, considering that she is also in the Academy, I think it makes sense. She probably has a second-in-command stand in for her when she can't make it to the meetings.

You'd think she would have a second in command there, but you never see anyone who isn't already a part of another crew who could be her second.

Even stranger is that they call themselves the "Council of Twelve" referring to the 12 colors of draconium, yet not all the colors are represented. In particular, the Keepers (light green), the Prophets (orange), the Mechanists (gray) are never there. And some of the other crews like the Will of the Dragon aren't seen there until season 3. The Down City Council is really more like the Council of Three in season 1 since we only really see red, black, and green represented in the early episodes. Though I suppose one could say representatives of the other crews were standing in the background where we couldn't see them clearly. ;) Still, at best they seem to be the Council of Nine.
As for Chute not being visible at all the meetings, it's not clear if she's from Down City or not like Power of Dragon said. In other words, her crew may not be a Down City crew per se. If she was, then I think it would be OK to assume that the crew leaders can send delegates to the meetings. She's busy at the Academy, and so probably doesn't have time for routine meetings.

You have a point here, but in the reunions you can seen a lot of people into the council, who are they? members of the same crews?

Probably some of both. Most of them are standing so we can't see them (some are even in shadows), so it's hard to really tell. I think it's fair to assume at least some of them are from other crews, but which ones we can't tell.

I'm sure they're not, otherwise the Track of Doom wouldn't be a legend. :) Though I suppose there could be other orange dragon based crews that have nothing to do with Propheci and his gang. Dragon City is a big enough place that there could a multitude of different crews for each color of draconium. But then again, we never see any other orange dragons in races or just out wandering around the shopping district. :) Though Word did manage to get hold of an orange dragon from somewhere to create his chromatic dragon. But it's really hard to believe he could have kidnapped one from the Track of Doom without Propheci coming after him. Perhaps he bred it himself.

I dunno if that's true, cuz in.........I think it was Fanning the Flames, I saw like 5 people with the Prophetts symbol an their jackets and Helmets in the council chamber thing, 'course they could be a different part of the Prophetts crew, nonassociated with the crazed, war-thirsting orange Dragon with an army of Gullible lackeys.......... ;)

I've seen them standing there in the background, too. They can't be part of Propheci's crew since that doesn't make sense for the overall story line. They're either from some other orange dragon crew or, more likely, it was a animation error to place them there. The person who was responsible for filling in the background could have just mistakenly chosen those character models not realizing what it would mean in the story. Errors during production happen and I ignore things like this until something else in another episode backs it up.

Well, since the council is obviously ancient, possibly going back to the Dragon-Human war, I would assume that the title 'Council of Twelve' would be handed down as well. Actually, I think it may be pre-D-H war because then the Keepers would be present as well. Possibly the Mechanists, since the DH war was what caused the Grey-bones to become nearly extinct. Therefore, the only crew (AKA draconium color) not represented would be gold.
If the council IS ancient, then it's obvious that the title would be handed down over the centuries, even though several crews split off and left the council (Prophets, Keepers, Mechanists).
