There are no tournaments listed on the Dragon Booster TCG web site right now. Check to see if there are any game stores near where you live and you can ask them about getting the cards. There's always amazon.com if you can't find them anywhere else.

If you do have a game store near you, you can learn the game and then volunteer to run some demo events at the store sometime. If you can get some people together, you can then try organizing a local tournament. I did that here and it worked.

Or maybe you can try to hold your own tournament.

No, I mean stores that specialize in traditional games: board games, card games, miniatures based games, RPGs and so forth. That's the kind of store you want to find for TCGs since they generally run events and tournaments.
