i download 1 mod and i lag like fuck... how do i fix this? the building dont load up till 10 secs and stuff so i just done reinstall and my mods r gone and its perfect now but i want car mods. is there any way i can fix this?

It's just the fact that your computer can't handle the high-poly models you're putting into the game, so it causes other things to not load properly.
Either get a lower poly car or not put in any mods at all.

What mod did you put in exactly?

Yeah those are pretty high poly models, so your computer probably couldn't handle them in the game. Sorry but you'll have to make do without out them.

Oh by the way, you aren't allow mods in SA-MP.

It says in their FAQ's that mods aren't allowed in SA-MP, but who cares - not like they can see your screen.

yeh who can c u rscreen but yes u r allowed it says as long as u dont change the speed,handling etc...

everyone uses carmods. Literally everyone.

As to the problem your having, tell me how big the two files are you trying to put it. It could be that they were made badly..
Also try other cars, see if you have the same problem.
