and if you do manage to contact him the cheat your looking for is either the
Trashmaster cheat
or
Rhino Cheat
they both the same thing

Is stuff vehicles? If so you could just use the cheats that emcp posted and then (more challenging) move set the spawned vehicle next to the player. (assuming you want it closer than it gets spawned, using trig and getfloat, only possible in vcs).
If stuff is objects then again that's only possible in vcs, but that's easy as pie to accomplish.

i dont understand you, what cheat did i post? and the only problem with your theory is that you need to run away and come back otherwise the game wont reload (refresh) and spawn the vehicle
are you talking about just a normal car spawn cheat or the trashmaster (if the trashmaster we dont have it)
