does sv capture work on 3.03 oe-c

It doesnt seem so. I keep putting it on, under GAME150 but it comes up as corrupted data.

The actual capturing ...i am afraid not. I have it installed and curently doesn't work.

the Homebrew App the view them on your psp, I have no idea.
